Levels of Assistance
Choose the Level of Help Needed
Personal care can be arranged around how much assistance your loved one needs with each activity.
Standby Assistance
The caregiver stays nearby and is ready to help while the person completes the task.
Partial Assistance
The person completes part of the activity while the caregiver helps with the steps they cannot manage comfortably.
Full Assistance
The caregiver completes most or all of the activity when the person cannot do so independently.

What Personal Care Does Not Include
Personal care focuses on hands-on help with daily routines rather than medical treatment. It does not include:
- Medication management or administration
- Injections
- Skilled wound treatment
- Catheter care
- Medical evaluations or health assessments
- Physical or occupational therapy
- Emergency medical care
Transfer assistance depends on the caregiver’s experience, the equipment used, and the duties included in the arrangement. A caregiver should not perform a transfer method they are not trained or equipped to complete.
Medical treatment and other clinical services must be handled by an appropriately licensed healthcare professional.

Original Medicare generally does not cover personal care when bathing, dressing, toileting, or similar non-medical help is the only service needed. Limited home health aide services may be covered when the person qualifies for Medicare home health care and also needs qualifying skilled services.
